| OVERVIEW |
General Description: The Pointe Coupee Parish Port,
Harbor & Terminal District is owned by the Point Coupee
Parish Police Jury and is operated by the Pointe Coupee Parish
Port Commission. The facility is managed by Terral River Service,
Inc. It is located in the northern most part of parish, five
miles north of Louisiana Highway 1, a major two-lane highway
stretching 35 miles to Interstate 49 in the City of Opelousas
and 55 miles to Interstate 10 in Baton Rouge. The port location
places it 50 miles north of Baton Rouge, 50 miles southeast
of Alexandria and 40 miles southwest of Natchez, Mississippi.
Port
Facilities: The port is located at approximately
River Mile 4.6 on Lower Old River between the Old River Locks
on the Mississippi River and approximately two miles from
the confluence of the Red River, the Atchafalaya River and
Lower Old River. Lower Old River is slack water with a minimum
navigational channel of 12-foot depth and 250-foot width maintained
by the United States Army Corps of Engineers. The Old River
Lock is 75 feet wide by 1,200 feet long. At the present time,
this is the only such dock facility between Baton Rouge and
Natchez. The public facility includes: (1) finger dock of
reinforced concrete approximately 300 feet long, (2) four
mooring dolphins, (3) 80 ton pedestal crane, (4) access road
across the protective levee to Highways 418 and 970, (5) parking
area and small office with water, sewer and electrical facilities,
and (6) 100 acre industrial park with all utilities. Terral
River Service provides closed harbor services such as barge
fleeting security, and barge disassembly and reassembly, and
tug operation 24 hours per day and seven days per week. At
present, the port s typical export commodities include
corn, wheat, grain sorghum, soybeans and cottonseed. Its import
handling products include coal, liquid fertilizer, agricultural
limestone fertilizer, limestone gravel and crushed rock. The
potential exists for handling timber, quarry stone, petroleum
products and additional agricultural items.
Industrial
Park: The 84 acre industrial park is serviced by
Parish Road, an internal road which connects with Highway
418 (the levee road) at the northern (levee) end of the park
and with Highway 970 along its eastern margin. All utilities
are located within this road right-of-way and a sewage treatment
facility is located at the extreme southern corner of the
park. The ports policy has been to lease land within
the park to business operators with five year leases featuring
renewal provisions for several additional five year periods.
The present lessees include: Terral River Service (limestone)
6.2 acres; Tri Parish Gin (cotton) 46 acres; Oachita Fertilizer
(liquid fertilizers) 3.5 acres with option on an additional
4.0 acres; ADM - Archer Daniel Midlands (grain) 12 acres;
and Paul Roy Farming (sugar cane) 17 acres. The 12 acre ADM
land is not in active use and the 17 acre Roy Farming block
are potentially available to by new operator, totaling some
30 acres of contiguous land. Day-to-day management of the
park is conducted by Terral River Service, which also manages
the port facility. The operators are part of a closely knit
industrial community characterized by excellent communications,
a spirit of cooperation, port facility sharing and mutual
scheduling adjustments. The surrounding land use is largely
devoted to cane farming. Therefore, additional land for industrial
development might be available for lease or sale and folded
into the industrial park development framework. |
